Is their a way to insure that the load is close to evenly divided between the CPU's within each Apache/Drupal webserver? -

the cpu usage test environment showed usage on single cpu (per server) , 0% usage on other cpus each apache/drupal webserver.

in production, there imbalance observed, while 1 cpu @ ~70% others around 15%.

is way insure load close evenly divided between cpu's within each apache/drupal webserver?
